Higher Education Institution List Contents, Sources and Policies

The scope of Japanese “higher education institutions (HEIs)” subject to the “Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education” (known as “the Tokyo Convention”) is defined by the “Guideline for the Recognition of Higher Education Qualifications – Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education –” (MEXT, 2019) [Japanese language only]. According to this Guideline, HEIs include “universities, graduate schools, junior colleges, Colleges of Technology (KOSEN), and Professional Training Colleges (except for Prefectural Colleges of Agriculture) as well as National College of Nursing, Japan, Polytechnic University, and National Fisheries University amongst educational institutions operated by government ministries and agencies”. This list includes HEIs following this definition as a standard.

Abolished Institutions

Some of the abolished institutions are listed based on the data provided by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) for universities (including junior colleges, graduate schools, Professional Graduate Schools, etc.) and Colleges of Technology (KOSEN), and the data collected from NIC-Japan's survey and prefectural governments for Professional Training Colleges.

The abolished institutions are indicated by adding "(abolished)" at the end of the institution name, and the date of abolition is indicated in the “Notes” of the institution’s page. If it has been transferred to another institution, this is also noted in the “Notes”.

On the page of each institution, the last information before the abolition is retained for the name of institution, type of institution (*1), address (*2), and history of institution name changes, but other information is uniformly deleted and left blank.

In the case of a Professional Training College, it falls outside the scope of higher education institutions under the Tokyo Convention if all of its Post-secondary Courses are abolished, even if the institution itself still exists to continue offering upper secondary courses and/or general courses. Therefore, for such institutions, "(post-secondary courses abolished)" is added after the institution name that was used before the abolition of the Post-secondary Courses, the date of abolition of the Post-secondary Courses is indicated in the “Notes”, and updating of the page is suspended.


*1 For ‘University,’ ‘Graduate School,’ and ’Professional Graduate School,’ the last information before abolition is retained only for institutions that were abolished on or after April 2, 2020.

*2 Only the name of the prefecture is indicated for institutions whose address before abolition is unknown.

  • The list does not cover all information on abolishment and name changes.
  • Prefectures are listed in order of prefecture codes [Japanese only] (generally from north-east to south-west) in the "Location" pull-down menu.
  • When there are more than 2 institutions for English search results, they are listed in the following order:
