Privacy Policy (For Users Subject to the GDPR)
1. Introduction
The protection of personal data is of great importance to the National Information Center for Academic Recognition Japan (the "Center"), under the National Institution for Academic Degrees and Quality Enhancement of Higher Education.
The Center processes your personal data by conforming to the data protection rules of the EU and its Member States, particularly the General Data Protection Regulation (2016/679) (the "GDPR"), where they apply, and ensuring an equivalent level of protection even where they do not apply (see "Privacy Policy (For Users Not Subject to the GDPR)"). This Privacy Policy explains how the Center processes your personal data.
2. Legal basis for the processing of your personal data and the types of personal data to be processed
The Center processes your personal data as follows based on the legal basis provided for in the GDPR (Articles 6 and 7). In addition, the Center processes your sensitive personal data, such as data revealing your religious beliefs or data concerning your health, in accordance with the special standards provided for in the GDPR (Articles 9 and 10).
(1) Case where the processing is necessary for performing the contract to provide you with products and services
The Center collects and processes your personal data for the following purpose as it is necessary for performing the contract to provide you with its products and services (see below for the details of the purpose of processing).

3. Collection of personal data
The Center collects your personal data directly from you. It does not collect such data indirectly via a third party.
4. Retention of personal data
The Center retains your personal data for as long as it is necessary for attaining the abovementioned purposes of collection and processing. The specific retention period is decided in consideration of the purpose of collection and processing of the personal data, the nature of the personal data, and the legal or operational need to retain the personal data.
5. Sharing and disclosure of personal data
The Center will not share your personal data with a third party or disclose it to a third party for the purposes mentioned in this Privacy Policy. Neither will it transfer your personal data to a third country located outside the European Economic Area (EEA).
6. Your rights
You have the following rights with regard to your personal data collected and processed by the Center.
Right to obtain information about data processing
You have the right to obtain from the Center all necessary information about the Center's act of processing data concerning yourself (Articles 13 and 14 of the GDPR).
Right of access to personal data
You have the right to obtain from the Center confirmation as to whether or not personal data concerning yourself are being processed, and, when it is, access to the personal data and certain related information (Article 15 of the GDPR).
Right to rectification or erasure of personal data
You have the right to obtain from the Center without undue delay the rectification of inaccurate personal data concerning yourself, and the right to have incomplete personal data completed (Article 16 of the GDPR). In addition, you have the right to obtain from the Center the erasure of personal data concerning yourself without undue delay when certain requirements are met (Article 17 of the GDPR).
Right to restriction of processing of personal data
You have the right to obtain from the Center restriction of processing of personal data when certain requirements are met (Article 18 of the GDPR).
Right to object to processing of personal data
You have the right to object to processing of personal data concerning yourself when certain requirements are met (Article 21 of the GDPR).
Right to data portability with regard to personal data
You have the right to receive the personal data concerning yourself in a structured, commonly used, and machine-readable format and have the right to transmit those data to another controller without hindrance from the Center, when certain requirements are met (Article 20 of the GDPR).
Right not to be subject to automated decision-making
You have the right not to be subject to a decision based solely on automated processing (including profiling), which produces legal effects concerning yourself or similarly significantly affects you, when certain requirements are met (Article 22 of the GDPR).

You may lodge a complaint with a supervisory authority in the EU Member State in which your habitual residence, your place of work, or the place of the alleged infringement of the GDPR is located, with regard to the processing of your personal data by the Center.
7. Amendments to the Privacy Policy
The Center may amend this Privacy Policy as needed. When making a substantial or material amendment, the Center will inform you by giving notice via its website or by sending email to you as prescribed by the Center.

1. Introduction
The National Information Center for Academic Recognition Japan (the "Center"), under the National Institution for Academic Degrees and Quality Enhancement of Higher Education collects information concerning users of its website (the "Website") to the extent necessary for smoothly providing its services (provision of "information on the educational system of Japan," "a list of higher education institutions," and "information on the educational systems of foreign countries (such as the State Parties of the Tokyo Convention)" and "response to inquiries" using the inquiry form) on the Website. The Center appropriately handles the collected information within the scope of the purposes of use.
The Center endeavors to protect personal information by establishing rules, systems, etc. under the Act on the Protection of Personal Information Held by Incorporated Administrative Agencies, etc. For details, please see the "Corporate Documents/Personal Information Management" [Japanese only] page on the website of the National Institution for Academic Degrees and Quality Enhancement of Higher Education.

2. Scope of information to be collected
(1) The Website automatically collects information concerning your internet domain name, IP address, the type of your browser, and the type of the operating system used by your terminal, in-site search query information, cookies (information that is sent to you from the server and stored on your computer in order for the server-side to identify you), and other information concerning the browsing of the Website, etc.
(2) The inquiry form collects information concerning your affiliated organization, name, address, email address, telephone number, inquiry category, country name concerning the inquiry, and the content of the inquiry.
3. Purposes of use
(1) The Center uses the information collected pursuant to 2. (1) to understand matters such as the state of use of the Website and to improve and enhance its services.
(2) The Center uses the information collected pursuant to 2. (2) to answer your inquiries or to contact you for confirmation.
4. Restriction on use and provision
The Center does not personally use or provide a third party with the collected information for purposes other than those provided for in "2. Scope of information to be collected" and "3. Purposes of use," unless a request for disclosure is made under laws and regulations, an illegal act such as unauthorized access or intimidation is committed, or there is any other special reason.
Use of statistical information
Information used by the Website is used for the operation of the Center as statistical information excluding personal information, but it is not used for any other purpose.
Coordination with consignees
For the purpose of smoothly carrying out its operations, the Center may consign part of its operations to a consignee, and provide the consignee with your personal information to the extent necessary. In this case, the Center will supervise the consignee to ensure appropriate management of information, such as selecting a consignee that has sufficient experience and capabilities, and including provisions on appropriate handling and confidentiality of personal information in the contract concluded with the consignee.
Use of Google Analytics
The Website uses Google Analytics to understand the state of use of the Website. Google Analytics collects your information by using cookies. If you wish to disable the analysis by Google Analytics, you can disable it by downloading the "Google Analytics opt-out add-on" provided by Google, and installing it on your browser.
Meanwhile, the Center is not liable for any damage caused by use of the Google Analytics service.
5. Security measures
The Center will take necessary measures for preventing leakage, loss, or damage of collected information and for otherwise ensuring appropriate management of collected information.
6. Disclosure of information concerning yourself
If the information collected through "Inquiry" is categorized as retained personal information (meaning the retained personal information prescribed in Article 2, paragraph (3) of the Act on the Protection of Personal Information Held by Administrative Organs (Act No. 58 of May 30, 2003), you may file a request for disclosure under Article 12 of that Act.
7. Change to personal information, etc.
You alone, in principle, may request notice of the "purpose of use of personal information" and disclosure, correction, addition or deletion, suspension of use, and suspension of the provision of registered personal information ("Change to Personal Information") with regard to your own personal information. For the specific method of the request, please contact the Center using the contact information shown below. However, the Center may not make the requested Change to Personal Information in the following cases:
- A case where the change is likely to cause harm to the life, body, property, or other rights or interests of yourself or a third party.
- A case where the change is likely to cause considerable impediment to the proper implementation of the services provided by the Center.
- A case where the change violates other laws or regulations.
The Center may not make the requested Change to Personal Information if the change requires enormous costs or in any other case where it is difficult to make the change, and if the Center will take an alternative measure necessary for protecting your rights or interests.
8. Personal identification
When the Center makes the requested disclosure, correction, deletion, or suspension of use of your personal information entered in the "inquiry form," it will confirm your identity based on information that can identify you as an individual (name, address, telephone number, date of birth, email address, etc.).
However, the Center will not be liable if a person other than yourself acquires and uses the information that can identify you as an individual.
9. Accuracy of personal information
The Center endeavors to accurately process the personal information you provide to the Center.
However, you are responsible for the accuracy and recency of the personal information you provide to the Center.
10. Restriction of collection of sensitive personal information
The Center does not collect personal information containing the following matters, in principle. However, this does not apply if you provide such personal information yourself:
- Matters concerning thoughts, creed, and religion.
- Matters concerning race, family origin, registered domicile (excluding information on the prefecture where you are located), physical and mental disorders, and criminal records, and other matters that will cause social discrimination.
- Matters concerning a worker's right of association, collective bargaining, and other collective action.
- Matters concerning participation in mass demonstrations, exercises of the right of petition, and other exercises of political rights.
- Matters concerning health and medical care and sex life.
11. Scope of application
This Privacy Policy only applies to the Website (https://www.nicjp.niad.ac.jp and directories below it).
12. Amendments to the Privacy Policy
The Center may amend this Privacy Policy as needed. When making a substantial or material amendment, the Center will inform you by giving notice via its website or by sending email to you as prescribed by the Center.
