Foreign Credential Evaluations (by country/region)

Q: Is it necessary to pass the final examination of the 11-year school education in order to complete “ポウナ・ザハリナ・セレドニャ・オスヴィタの課程” (Complete General Secondary Education Course) of Ukraine, which is one of the “designated courses of not less than 11 years in a foreign country” under the Japanese university entrance qualifications?

A. Yes, it is necessary. Passing the State Final Attestation (SFA), the final exam of the 11-year program in Ukraine, qualifies a student as having completed secondary education, which means that the student has completed the program. Although applicants for higher education are generally required to take the External Independent Evaluation (EIE), a national standardized examination, it is not included in requirements for completing the program.

This is explained on pp.11-12 of the European Commission's "Guidelines on fast-track recognition of Ukrainian academic qualifications".

For the school years of 2019/2020 and 2020/2021, due to the COVID-19 pandemic, students were awarded the secondary education qualification without taking the SFA, and only students who wished to enter higher education institutions were eligible to take the SFA. (p.13 of the Guidelines mentioned above).

Likewise, since the SFA was cancelled for the 2021/2022 school year due to the situation in Ukraine, students were awarded their secondary education qualification without taking the SFA.
