The Sixth Session of Tokyo Convention Committee was held in conjunction with the Fifth Plenary of the Asia-Pacific Network of National Information Centres (APNNIC) from 17 to 19 November 2025 in Bangkok, Thailand.
Further, the meetings were also held in conjunction with the 19th Session of the Committee of the Regional Convention on the Recognition of Studies, Diplomas and Degrees in Higher Education in Asia and the Pacific (known as the Bangkok Convention), which is the predecessor of the Asia-Pacific Regional Convention on the Recognition of Qualifications in Higher Education (known as the Tokyo Convention). Approximately 60 participants from 27 countries attended the meetings, including delegates of the state parties to the two conventions, and non-state parties as observers. From our organization, Professor Mori and one administrative staff from National Information Center for Academic Recognition Japan (NIC-Japan) participated as a member of APNNIC.
The Tokyo Convention Committee is the body composed of representatives of the state parties to the Tokyo Convention to oversee, promote and facilitate the implementation of the Convention. The Committee meeting was initially scheduled to be held annually for five years from the first meeting, and at least every three years thereafter (Articles 9.1 and 9.2). Since it was decided at the previous meeting (2023) that future meetings would be held every two years, this meeting was convened accordingly. On the other hand, APNNIC is the network of national information centers (NICs) established under the Tokyo Convention to uphold and assist the practical implementation of the Tokyo Convention, and it shall meet annually in plenary session (Article 9.3).
At the meeting of the Tokyo Convention Committee, UNESCO Bangkok reported on the face-to-face events and webinar series held to date, as well as the update of the APNNIC portal (https://apnnic.net). It was also noted that international student mobility worldwide has nearly tripled over the past 20 years, with about 20% coming from the Asia-Pacific region. In addition to panel discussions on micro-credentials, the use and challenges of AI technology, fraud related to educational qualifications (educational fraud) and the importance of collaboration with relevant organizations, all participants, including observers, engaged in group discussions to improve the Tokyo Convention Roadmap to 2030.
At the APNNIC meeting, Professor Mori chaired a thematic presentation session on practices against educational fraud and introduced Japan's educational qualification framework which was endorsed by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) in March 2025, in the session sharing the latest developments in qualification recognition. Furthermore, in the session on qualification recognition for refugees and transnational education, discussions were held on current challenges and the need for future cooperation, followed by group discussions involving all participants, including observers, to update the APNNIC Action Plan.
At the end of the meetings, the next bureau was elected to serve a two-year term, until the conclusion of the next meetings of both the Committee and APNNIC, and it was confirmed that Japan would assume the role of Second Vice President and, together with the President, the People's Republic of China, the First Vice President, the Republic of Korea, and the Rapporteur, New Zealand, would continue to work.
