高等教育の資格の承認に関する規約のタイムライン

地域規約

ユネスコは、1970年代以降の高等教育における国際的な移動の高まりにより、学修経験の承認を他の国においても衡平・公正に取り扱うことの重要性を認識し、高等教育の資格（入学資格、単位、学位を含む。）の承認等を促進させ、高等教育の地域性等に配慮した6つの「地域規約」が採択及び発効しており、1990年代後半からはこれらの地域規約の改訂が始まっています。各地域規約および改訂規約を含めて、2024年3月1日までに127か国がこれらの規約を締結しています（うち半数以上が複数の規約を締結）。

世界規約

グローバル化の更なる進展を受け、2019年11月25日の第40回ユネスコ総会にて「世界規約」が採択されました。世界規約は、高等教育の資格の承認のための包摂的な世界的枠組みを提供し、高等教育における世界的な移動等を容易にするとともに国際協力を促進・強化することを目的としています。地域規約と世界規約には多くの共通点と相補性があるとされますが、主な相違点として、世界規約には「従前の学習（prior learning）」の承認や「部分的な承認（partial recognition）」に関する条文が含まれたことなどがあります。同規約は発効に必要な20か国以上の締結を満たし、2023年3月5日に発効しました。2024年3月1日現在、ノルウェー、ニカラグア、エストニア、フランス、ルーマニア、チュニジア、クロアチア、バチカン、リトアニア、アルメニア、英国、コートジボワール、キューバ、パレスチナ、スウェーデン、スロバキア、日本、カーボベルデ、アイスランド、アンドラ、オーストラリア、ウルグアイ、フィンランド、イエメン、ギニア、ハンガリー、モルドバ、セネガルの28か国（締結順）が同規約を締結しています。

世界規約のあゆみ
